{"id":228,"date":"2019-03-18T17:22:00","date_gmt":"2019-03-18T17:22:00","guid":{"rendered":"https:\/\/www.highwaysmaintenance.org\/?p=228"},"modified":"2022-11-08T13:42:35","modified_gmt":"2022-11-08T13:42:35","slug":"12-march-2019","status":"publish","type":"post","link":"https:\/\/appg.jamesreedpr.co.uk\/?p=228","title":{"rendered":"12 March 2019"},"content":{"rendered":"<p>John Lamb, President of the Local Government Technical Advisers Group, set out the benefits of switching to a holistic approach to highway maintenance budgets.<\/p>\n<p>He explained to the group, which is chaired by Sir Christopher Chope MP, that permitting local authorities to allocate road maintenance funding where it is most needed, would lead to improvements in the local road network and ensure all funds were spent efficiently.<\/p>\n<p>Current accounting procedure means that highway maintenance budgets are split into \u2018revenue expenditure\u2019, which is mostly funded by local authority funding, and \u2018capital spending\u2019, which is mostly supported by Central Government. Combining these funding streams and allocating them in a planned way under a total expenditure or \u2018TotEx approach\u2019 would be more cost-effective and iron out the existing peaks and troughs in highway maintenance activity.<\/p>\n<p>John described TotEx as the step needed to ensure a \u2018right first time\u2019 approach to repairs.
